Dr. Kosta A. Koutoulas is a California-licensed optometrist certified in glaucoma treatment who is passionate about helping people see the world clearly. He has a reputation for providing exceptional eye care while making his patients feel comfortable and at ease.

Dr. Koutoulas was born and raised in the Bay Area. He sees optometry as the perfect way to combine his passions for math and technology with the opportunity to help people.

Dr. Koutoulas embarked on his journey in the field of eye care after graduating from Illinois College of Optometry in Chicago. During his training, he saw firsthand the impact that eye doctors can have on the lives of their patients. Since opening his Daly City optometry practice in 2007, he has dedicated his career to staying at the forefront of the latest advancements in eye care technology and treatments. This ensures that his patients receive the best care possible.

With nearly two decades of experience, Dr. Koutoulas has successfully diagnosed and treated a wide range of eye conditions. This includes routine vision problems like myopia (near-sightedness) and dry eye, to more complex eye diseases, like glaucoma. His expertise and attention to detail ensure that each patient receives personalized treatment plans tailored to their specific needs.

Outside of his practice, Dr. Koutoulas is an avid runner, participating regularly in half­-marathons and Tough Mudders. He enjoys traveling, and he speaks three languages: Greek, English, and Spanish.

Get the Latest, Most Effective Treatments

Dr. Koutoulas is always looking for ways to expand his practice and offer more advanced treatments to his patients. 

  • He is certified to treat patients suffering from glaucoma, a disease that impacts vision by damaging the optic nerve. 

  • He is certified in corneal refractive therapy, also known as orthokeratology (Ortho-k). This is a newer, non-invasive method of vision correction for children and adults that can improve sight without the use of glasses, contacts, or cornea surgery. Orthokeratology is a proven method through multiple research studies to slow down progression of nearsightedness in children mainly ages 8-12 ( This is age most myopia progression tends to happen ).

  • Dr. Koutoulas tailors contact lenses to fit each eye’s unique shape. He does this using state-­of-­the-­art technology such as Zeiss corneal topographers, which map the shape and condition of the cornea. 

  • He uses the Humphrey Visual Field Analyzer to diagnose eye conditions that might be affecting a patient’s optic nerve, such as glaucoma. 

  • All images taken by in-office technology can be shared via smartphone or email, allowing patients to see exactly what Dr. Koutoulas sees. 

More than just offering great treatment, he wants to help each patient become an active participant in their own care.

Dr. Koutoulas is a member of the San Mateo Optometric Association. He is also a member and fellow of the American Academy of Orthokeratology and Myopia Control. He is also the eye provider for the Daly City Host Lions Club, which serves low-income children in the area. He is one of the few eye doctors contracted by the Veterans Affairs (VA) through QTC, in which he provides compensation exams for our veterans.
